构建新时代国家综合应急救援体系的思考

Reflections on constructing national comprehensive emergency rescue system in the new era

为了把握组建应急管理部的历史机遇,乘势推进我国综合应急救援体系建设实现改革发展,在分析我国应急管理和综合应急救援工作面临的机遇与挑战、现状和不足的基础上,将借鉴国际经验和国内改革实践结合起来,思考提出了构建新时代国家综合应急救援体系的若干建议。

In order to take advantage of the historical setting up of Ministry of Emergency Management of the People's Republic of China to promote the reform and development of China's comprehensive emergency rescue system in the new era,the paper tries to put forward suggestions on constructing national comprehensive emergency rescue system in the new era based on analysis of the present situation,the opportunities as well as the challenges,in perspective of combining foreign experiences with domestic reform practices.
