京津冀一体化背景下应急救援指挥体系构建

Construction of emergency rescue command system under the background of Beijing-TianjinHebei integration

通过对京津冀应急管理合作现状研究分析,认为跨区域应急救援体制还不完善,缺乏有效的运行机制,应急救援队伍建设滞后。从政策支持、战略需求、技术创新等方面进行京津冀协同的需求分析。提出区域间应急协同组织结构的理论设计,建立了跨区域、多主体、扁平化的合作平台;构建具有数据驱动、智能决策、动态适应、精确供给特征的应急协同机制,对具体的实践路径进行深入阐述。

Through the analysis about the present situation of Beijing-Tianjin-Hebei emergency management cooperation,it was believed that the cross regional emergency rescue system is not perfect,the effective operational mechanism lacks,and the emergency rescue team construction lags.In view of policy support,strategic demand and technological innovation,the requirement analysis of Beijing-Tianjin-Hebei coordination was performed.The theoretical design of the organization structure of interregional emergency coordination was put forward.The coordination platform of crossregion,multi-agent,and flattened was built.An emergency coordination mechanism with data driven,intelligent decision-making,dynamic adaptation,and accurate supply was built,and the specific practice path was expounded.
