摘要
从社区的特点出发,通过调研分析,从建筑、人员、救护、管理等方面建立了评估指标体系。为了避免低分情况下的"权重淹没",针对常权评估的不足,建立了对评估值低的部分较敏感的变权综合评估模型,并对变权函数相关属性进行了分析。以长沙市某社区为实例进行研究,比较了常权评估与变权评估。结果表明,变权综合评估结果较符合该社区的火灾防控水平实际情况,更能反映其整体性与均衡性。
According to the characteristics of the community,an evaluation index system is established from the aspects of construction,personnel,rescue and management through the investigation and research.Aiming at the deficiency of the constant weight evaluation,the variable weight evaluation which is sensitive to the lower evaluation value is used to reduce the weight submerged of low scores.And the properties of the variable weight function are analyzed.Taking a community in Changsha as a case study,compared the constant weight evaluation and variable weight evaluation,the result of variable weight evaluation is more consistent with the actual level of fire protection and control in the community,and it can better reflect the integrity and balance of fire protection.
