质量管理体系有效性的军方评估方法

Military Assessment Method for Effectiveness of Quality Management System

为便于驻厂军事代表对装备承制单位质量管理体系有效性进行日常监督,对其有效性评估方法进行研究。借鉴卓越绩效评价模式,结合军方开展装备质量监督获得的质量信息,从装备质量管理基础、装备过程质量控制、装备质量结果 3个方面构建了装备承制单位质量管理体系有效性评估模型,运用成熟度等级方法,对装备承制单位质量管理体系有效性进行评估,并进行了实例验证。验证结果表明:该方法能够更好地保证武器装备质量,对装备承制单位质量管理体系有效性的日常监督提供了较好的方法。

In order to facilitate the military representatives to daily supervision on the effectiveness of quality management system of equipment manufacturers,studying on the assessment model for its effectiveness.On the basis of the excellent performance evaluation model and combining the military acquired quality information of equipment quality supervision,this paper constructs the assessment model of the effectiveness of quality management system of equipment manufacturers from 3 aspects,namely the equipment quality management foundation,the process control of equipment quality,and equipment quality result.Moreover,maturity level method has been used in the effectiveness assessment and an example has been used to verify it.The results show that this assessment method is better to ensure the quality of weapons and facilitate daily supervision on the effectiveness of quality management system of equipment manufacturers.
