高新区产城融合的评估体系、类型与优化策略——以湖北省7个国家级高新区为例

Evaluation Methodology on Industry-city Integration Degree of China National High-Tech Industrial Development Zones:A Case Study of the Seven National High-Tech Zones in Hubei Province

改革开放以来,作为推动我国经济发展重要政策的国家高新区出现了产城分离、城镇化滞后等问题,产城融合逐渐成为其转型发展的重要导向。然而,已有的产城融合研究对评价方法探讨不足,且缺乏因地制宜的适应性与相对具体的实施指导。研究构建了由软环境、硬环境及互动组成的评估体系,采用熵值法与灰色关联模型的评估方法,通过13个指标分析了湖北省7个国家级高新区产城融合的水平与类型,并提出针对性的优化策略。研究表明湖北省各高新区产城融合分异状态明显,其中,融合—均衡型包括武汉、孝感,融合—波动型包括宜昌、襄阳、随州,未融合—波动型包括仙桃、荆门。均衡—融合型宜采取"促进持续发展、创建引领区块"的优化策略,波动—融合型应采取"保障均衡发展、巩固优势领域"的优化策略,波动—未融合型可以采取"产业发展主导、兼顾均衡发展"的优化策略。此研究创新地从三个维度对湖北省国家级高新区的产城融合进行评价和类型划分,对湖北省国家级高新区的产城融合具有实践指导价值,对全国其他地区具有理论和实践参考价值。

As the important high-tech zones that promote China's economic development,there have been problems such as the separation of production and urbanization,and the lagging of urbanization.The integration of production and urbanization has become an important orientation for its transformation and development.The study constructed an evaluation system composed of soft and hard environments and their interactions.Using the entropy method and the grey relational model assessment method,the level and type of integration of the seven national high-tech zones in Hubei Province were discussed.The research shows that the integration of high-tech zones in Hubei is distinct,among which fusion-equilibrium includes Wuhan,Xiaogan,and fusion-fluctuating,including Yichang,Xiangyang,and Suizhou,while unfused-fluctuating includes Xiantao and Jingmen.Finally,targeted optimization strategies are proposed for different types of high-tech zones.F usion-equilibrium type should adopt the optimization strategy of"promoting sustainable development a nd creating leading blocks".The fusion-fluctuating type should adopt the optimization strategy of"guaranteeing balanced development and consolidating advantageous areas".The unfused-fluctuating type should adopt strategy of"industrial development-led,taking into account the balanced development of the optimization".This research innovatively evaluates and classifies the industry-city integration of Hubei's national-level high-tech zones from three dimensions.It has practical guidance value for the issue in the national-level high-tech zones in Hubei Province,and has theoretical and practical references to other regions in the country.
