摘要
笔者基于中国844家银行机构的5 485名客户经理样本数据,从贷款经办人员行为差异视角实证分析了银行机构农户联保贷款规模变化影响因素及传导机制。研究发现:客户经理限定联保小组成员在同一村庄的管理行为有利于改善贷款质量,进而促进贷款规模的持续扩张;而放宽联保小组成员间直系亲属关系和年龄差距的管理行为,虽然短期内能加速业务发展,但却会降低贷款质量,结果导致后续贷款规模的萎缩;银行机构综合信贷管理能力强弱一定程度上能预示客户经理部分农户联保贷款管理行为的差异。笔者认为:银行机构特别是综合信贷管理能力较弱的机构应加强农户联保贷款精细化管理,原则上要限定联保小组成员在同一村庄,且不能放松对直系亲属关系和年龄差距的要求;农户联保贷款质量差的银行机构还应多向先进同业学习借鉴管理经验和典型做法。
Based on the sample data of 5 485 loan managers from 844 banking institutions in China,the author of this paper analyzes the impact factors and transmitting mechanism of the scale change of farmers’joint liability loan from the perspective of the differences in the behavior of loan managers.It’s found that the management behavior of limiting the joint liability group members to the same village is conductive to improving the structure and quality of loans,thereby promoting the continuous expansion of the loan scale.While the management activities relaxing the immediate family relations and age gap among the group members have accelerated the business development in the short term,however,it worsened the quality of loans and led to the subsequent shrinking of loan scale.The comprehensive credit management ability of banking institutions can,to a certain extent,predict the differences in the management behavior of loan managers.The paper argues that banking institutions,especially those with weak credit management ability,should strengthen the meticulous management of farmers’joint liability loan.In principle,they should limit the joint liability group members in the same village,and there should be no immediate family relations and too big age gap.The banking institutions with poor quality of farmers’joint liability loan should further learn from peers with advanced experience and typical practices.
