“嵌入式”发展中的“内卷化”——社会工作参与基层社会治理的个案分析

The “Internalization”of the “Embedded”Development——A Case Study of Social Work Involved in Grassroots Society Management

政府购买社会工作服务已经成为当前中国政治体制改革的重要内容之一。本文以一个政府购买服务项目的实践为个案,揭示了在当前城市社区治理过程中专业社工试图"嵌入式"发展所面临的挑战。在现有的体制环境下,专业社工嵌入公共服务,参与基层社区治理的过程就是一个外部服务行政化、社会治理内卷化的过程。政府购买服务过程中隐性的不平等关系限制了专业社工深度嵌入社区治理的空间,使得社会工作难以发挥其应有的活力。社会工作在参与基层社会治理过程中要想摆脱这种"嵌入式"发展而带来的内卷化后果,除了提升自身的服务水平之外,更重要是建立起政府与社会组织之间彼此信任、良性互动和合作伙伴的关系,不断拓展组织行动的独立性和自主性。

The practice that government purchases social work service has become one of the important contents of China*s political system reform.This paper takes the practice of a government as a case,and reveals the challenges faced by professional social workers who try to make an embeddedM development at present in the process of urban community governance.The study argues that the process that professional social workers embed public services and participate in grassroots community governance is a process of external service administration and social governance involvement under the existing institutional environment.The implicit unequal relationship in the process of government's purchasing restricts the space of professional social workers to be embedded in the community governance deeply,which makes it difficult for social work to exert its vitality.If social work is to get rid of the“involvement”consequences brought about by the“embedded”development in the process of participation in the grassroots social governance,in addition to improving their service level,it is more important to establish mutual trust,benign interaction and partnership between government and social organizations and continuously expand the independence and autonomy of the organization's actions.
