本文分析了土地利用规划和城乡规划在公众参与的主体、参与形式及存在的问题上的相同之处与不同之处,最后提出了完善国土空间规划公众参与的途径。

This paper analyzes the similarities and differences between the land use planning and the urban and rural planning in the subject,the form and the existing problems of the public participation,and finally puts forward the ways to improve the public participation in the land space planning.
