摘要
党的十八大以来,在惩治行动和制度建构的张力中,我国廉政治理渐入新常态。在这一转变过程中,短期内必然伴随着基层公职群体职业心态的起伏波动,呈现出"畏"与"欣"、"拒"与"迎"共存并立的矛盾态势,其中"为官不为"最为典型,表现为"不愿"作为、"不会"作为和"不敢"作为。因此,剖析反腐新常态下基层公职群体职业心态变化背后更深层次的行为逻辑和制度机理问题就显得十分重要。新常态下实现对基层公职人员的有效激励,势必要在均衡激励的框架下进行,从激励主体、内外激励和外部环境的创建入手,努力实现国家、社会和个人的利益均衡,并且要物质与精神层面并重,激励导向的内外环境联动,如此才能更好地调动基层公职人员的工作积极性并激发其廉政潜能。
Since the 18th National Congress of the Communist Party of China,in the tension of punishment action and system construction,China′s clean government has gradually entered the new normal.In the process of this transformation,the career psychology of grass-roots public officials will undulate and fluctuate in a short period of time,presenting a contradictory situation of coexistence of"fear"and"joy","rejection"and"welcome".Among them,"not acting as an official"is the most typical one,which is manifested as"unwilling"to act,"will not"act and"dare not"act.Therefore,it is very important to analyze the deeper behavioral logic and institutional mechanism behind the change of professional psychology of grass-roots public officials under the new normal of anti-corruption.Under the new normal conditions,the effective incentive for grass-roots public officials must be carried out within the framework of balanced incentive.Starting with the creation of incentive subject,internal and external incentive and external environment,efforts should be made to achieve the balance of individual,social and national interests,and both material and spiritual aspects should be emphasized,and the internal and external environment of incentive-oriented linkage should be established.Only in this way can we better mobilize the enthusiasm of grass-roots public officers and arouse their potential for honest and clean government.
