日韩“慰安妇”问题的历史演变及其原因分析

Historical Evolution and Causes of “Comfort Women” in Japan and South Korea

20世纪90年代,经过"加藤谈话""河野谈话""村山谈话"等一系列谈话之后,日本政府在"慰安妇"问题上的基本立场逐渐形成,即承认政府"介入"与"强征",并向受害者道歉。然而,自安倍第二次执政以来,"慰安妇"问题出现新的变化,受美国亚太再平衡战略、安倍历史战以及朝鲜半岛情势的影响,2015年年末日韩就"慰安妇"问题达成和解。虽然"慰安妇"问题不会如安倍预期的那般被一劳永逸地解决,但今后若韩国迫于安全压力与美日走近,将历史问题与安全问题挂钩,不仅不利于"慰安妇"问题的彻底解决,更将对中国及东亚地区产生一定的影响,"慰安妇"问题的现实意义将更加突出。

In the 1990s,the issue of“comfort women”officially surfaced as a historical issue between Japan and South Korea.After a series of talks such as“Kato talks”,“Kono talks”and“Murayama talks”,the Japanese government asked about“comfort women”.A basic understanding was established that the government was“involved”and“forced”and apologized to the victims.However,since the establishment of Abe s second regime,the issue of“comfort women”has undergone new changes.Influenced by the balance of the United States East Asia strategy,Abe s historical warfare,and the situation on the Korean peninsula,Japan and South Korea reached a settlement on“comfort women”in late 2015.Although the Abe cabinet hopes that the“comfort women”issue will be solved once and for all,it is impossible for the United States to draw Japan and South Korea to fight against China and to link historical issues with security issues.The reconciliation of the“comfort women”issue does indeed affect China and East Asia.A certain influence,and the future direction is very worthy of attention.
