我国内地“菲佣”问题治理研究

A Study on the Possible Policies in Governing Filipino Domestic Workers in China's Mainland

近年来,我国经济的高速发展,吸引了大量外籍人员来华就业,其中就有菲律宾籍、缅甸籍等外籍家政服务人员。鉴于我国内地暂未开放外籍家政服务市场,众多在华从事家政服务的外籍人员构成非法就业。外国人在华非法就业具有跨国性,属于非传统安全问题,需要政府职能部门审时度势、因势利导、疏堵结合,在总结其他国家和地区相关先进经验的基础上,积极寻求国内,尤其是国际层面的治理新模式,进而制定科学的公共政策,在机制上实现高效治理。

In recent years,with China’s economy developing at a very high speed,more foreign employees have been attracted to China,including domestic workers from the Philippines and other countries.Since the household service markets are not available to these workers under the new circumstances,they are regarded illegal in China's Mainland.The Chinese governing organizations should analyze this non-traditional security issue by taking the market needs into consideration and figure out how to make the best use of the circumstances to prevent it.Based on the advanced experience from other countries and regions,cooperative governance,especially international cooperation,proper public policies shall be designed after a market analysis.As a result,a new and effective governing mechanism should be set up to make a difference.
