A Study on China's Anti-terrorism Strategy

反恐战略是对反恐工作的统筹谋划和全方位的策略指导。目前我国尚未明确公布所谓的反恐战略,但整体构架较为完整,反恐工作的定位、目标任务及原则等非常清晰。我国反恐战略四大支柱包括:能否有效缩减恐怖组织和恐怖分子活动的能量是检验反恐工作成效的标准;依法反恐是我国反恐合法性来源、治理反恐问题的根本依据和手段;依靠群众是我国反恐工作的力量源泉;国际反恐合作是应对恐怖主义风险的重要途径。

The anti-terrorism strategy is the overall planning and all-round strategic guidance on counterterrorism work.At present,Chinese government has not clearly announced the so-called anti-terrorism strategy.However,the overall framework of China’s anti-terrorism strategy is relatively complete.The anti-terrorist work orientation,objectives,tasks and principles are all very clear.China’s anti-terrorism strategy has four pillars:whether it can effectively reduce the energy of terrorist organizations and terrorist activities is a measure of the effectiveness of counter-terrorism work;anti-terrorism according to law is the source of China's anti-terrorism legitimacy,the fundamental basis and means of governing the anti-terrorism issue;relying on the masses is the source of strength in fighting against terrorism;and the international cooperation in counter-terrorism is important way to deal with the risk of terrorism.
