黑恶势力犯罪团伙是实践中对黑社会性质组织和恶势力团伙概括性的总称;其发展趋势呈现出组织结构日益严密、犯罪形式日益多样、犯罪手段日趋隐蔽、势力背景日趋复杂、跨区域流动不断增强等特点,对社会安定和人民生命财产安全的危害极大,是影响社会稳定的重要因素,也是各级公安机关打击的重点。要达到"除恶务尽"这一目标,必须积极采取处置抓捕行动,灵活有效地运用多种抓捕战术,将其铲草除根、一网打尽。

The criminal gang of vicious power is a general term for the underworld organizations and group of vicious powers for the practical work.Its development trend is characterized by increasingly strict organizational structure,increasingly diversified forms of crime,increasingly concealed criminal means,increasingly complicated power background and enhanced trans-regional mobility.Due to its great harm to social stability and the safety of people’s lives and property,it is an important factor affecting social stability and a key point for public security organs at all levels to crack down on.In order to achieve the goal of“doing away with evil”,we must actively take actions to arrest and attack,and flexibly and effectively use a variety of capture tactics,shoveling grass and removing roots,and eliminate them all in one net.
