电力电缆入廊有偿使用费测算方法和成本疏导策略研究

Study on Calculation Method of Fees for Pipe-gallery Power Cable and Cost Adjustment Strategy

分析了电力电缆入廊有偿使用费测算方法及成本疏导的必要性,综合考虑管廊建设方与电力电缆入廊管线单位的利益,结合《国家发展改革委住房和城乡建设部关于建立健全城市地下综合管廊有偿使用制度的指导意见》(发改价格[2015]2754号)中提出的测算依据,分别提出考虑各方利益的电力电缆有偿使用费测算方法,并以土地出让增值收益为主导提出成本疏导策略。以武汉市江南中心绿道武九线综合管廊工程为例进行案例分析,为电力电缆入廊管线单位、政府、管廊建设运营单位各方协商有偿使用费定价及成本疏导提供参考依据。

This paper analyzes the calculation method of fees for power cable casting in the pipe-gallery and the necessity of cost adjustment.And then comprehensively considering the interests of the pipe-gallery builders and the power cable pipeline users,the paper takes as an example Wu-Jiu Line Integrated Pipe-Gallery Project in Wuhan Jiangnan center greenway,and proposes a method for calculating the use-fee of power cable based on the interests of all parties.Finally on the basis of dominance by value-added income of land transfer,the paper puts forward a cost guidance strategy,which provides a reference for all parties involved in power cable corridor pipeline users,government and corridor pipeline construction and operation units to negotiate the price and cost guidance.
