我国“双一流”建设的省际政策比较——基于26省“双一流”实施意见的文本分析 被引量:26

摘要 教育政策具有重要话语结构意义和价值导向作用。文章通过对26个省份"双一流"建设的省际政策文本分析发现,政策文本具有建设实施以"项目"为主要抓手、以学科建设思维为统领、改革驱动、战略遵从、人才培养的政策话语权表达弱化等共性特征。此外,各省政策在建设投入力度、创新实施力度以及建设周期规划上存有显著性差异。基于政策的综合分析导向,文章认为未来省级层面推进"双一流"建设的政策重心在于防范制度惰性、"马太效应"等政策负效应;防范政策的非理性倾向;强化政策协同,消融政策壁垒;构建"多主体、多层次、多维度"的政策考评机制。 Educational policies are endowed with significant meaning of discourse structure and value o-rientation.Through an analysis of the"Double First-Class"policies of 26 provinces,it^s found that policy texts have common characteristics of taking the project as the main focus of construction,taking discipline construction as the leading thinking,reform-driven,matching strategies and a weak expression of policies in talents training,etc.Besides,provincial policies have signiticant differences in terms of investment intensity,innovation implementation and construction cycle planning.The article believes that the core of the policy to promote provincial-level"Double First-Class"construction is to guard against negative effects of policies of institational inertia,Matthew effect,etc.,to curb the nrational tendency of policies,to strengthen policy coordination and elim inate policy barriers,and to construct a policy evaluation mechanism of multiple subjects,levels and dimensions.
