惠州炼化二期项目安全“三同时”管理

“THREE SIMULTANEOUS” MANAGEMENT OF SAFETY FACILITIES IN HUIZHOU REFINERY PHASE II PROJECT

惠州炼化二期项目是国内最大的炼化一体化项目之一。结合建设项目安全设施"三同时"管理经验及该项目的特点,介绍了建设单位项目安全设施与主体工程同时设计、同时施工、同时投入和使用的一些规定,以及用安全管理组织方法来进行"三同时"作业,主要目的是指导建设单位做好安全"三同时"管理工作。

Huizhou Refinery Phase II Project is one of the largest refining-chemical integration projects in China.Combining the practical experience gained from“three simultaneous”management of safety facilities of construction projects with the characteristics of Huizhou Refinery Phase II Project,this paper introduces some rules for the safety facilities of construction projects being designed,constructed and brought into use simultaneously with the main projects.The method to adopt safety management to organize“three simultaneous”operation is stated,which aims at providing guidance for construction units to do well in“three simultaneous”management.
