农村劳动力转移、经营规模与粮食生产环境技术效率 被引量:35

摘要 基于1997—2015年中国省级面板数据,运用分位数模型估计方法,考察了农村劳动力非农转移、经营规模变化对粮食生产环境技术效率的影响。研究发现:忽视环境代价会高估粮食生产技术效率;农村劳动力非农转移能够缓解粮食生产内卷化困境、提升粮食生产环境技术效率,其正向效应随着效率水平提升呈衰减趋势;在土地资源刚性约束下,劳动力转移引起的经营规模增加通过"规模效应"能有效改善粮食生产环境技术效率,但规模效应边际递减特征会不断减弱其作用强度;土地流转体制机制不完善会阻碍劳动力转移、经营规模对粮食生产环境技术效率的联合作用,但随着土地流转立法和政策引导,这一困境得到了有效扭转。 Based on the Chinese provincial panel data(1997-2015),using quantile model estimation method,this paper investigates the influence of rural labor migration and scale of operation on environmental technical efficiency of grain production.The findings are as follows:ignoring the environmental cost will overestimate the technical efficiency of grain production;rural labor migration can ease the involution dilemma of grain production and improve environmental technical efficiency of grain production,but the positive effect will declines with the increasing of efficiency level;under the rigid constraints of land resources,increasing scale of operation can improve environmental technical efficiency of grain production through the“scale effect”,however,the diminishing marginal effect will weaken scale effect;the imperfect land circulation will impede the joint effect,but it has been effectively reversed with the legislation and policy guidance of land circulation.In addition,due to policy system changes and resource endowment,which show obvious spatial and temporal differentiation characteristics.
