面向老年友好的城市规划设计思考--上海市老年人照料设施专项规划经验

REFLECTION ON PLANNING DESIGN FOR AGE-FRIENDLY CITY BASED ON CASE STUDY OF LAYOUT PLANNING OF CARE FACILITY FOR THE AGED PEOPLE IN SHANGHAI

老年友好是城市健康发展的基本要求。以上海为代表的超大、特大城市逐步进入存量更新时代,面临着老龄化带来的一系列挑战。基于上海专项规划实证研究,本文分别从服务对象、规划层次、监测指标、社区探索及规划实施等角度提出核心思考内容:科学评估、预测服务对象,为规划奠定基础;完善横纵向的规划层级衔接,加强详细规划控制;构建结构化、精细化的专项监测控制指标;鼓励社区探索创新,因地制宜地配置养老设施;注重规划实施,系统设计数据库和政策支持包。本文中的规划思考将为建设老年友好城市和老年宜居社区提供借鉴。

The age-friendly is the basic requirement for a healthy development of city.Entering the age of stock update,Shanghai,the representative of super-and mega-cities,faces a lot of challenges of aging.Based on the case study of layout planning of facilities in Shanghai,this paper gives views from the perspectives of service object,planning level,monitoring index,community exploration and planning implementation.Firstly,it is the scientific assessment and prediction of service object,which lays the foundation to the urban planning.Secondly,it is essential to improve the horizontal and vertical planning links,especially the control of detailed regulatory planning.Thirdly,the monitoring index needs more emphasis on its structure and substantial content.Moreover,the innovative exploration on community planning is to provide care facility for the aged people as the actual circumstance requires.Finally,the special planning system assisted by database and supporting policy package needs to be established to promote the implementation.The thoughts on planning above provide reference to the construction of age-friendly city and community suitable for the aged people.
