全面从严治党向基层延伸的思想障碍分析

On the Ideological Barriers of Extending Strict Party Self-governance to the Grass-roots Level

党的十九大在肯定全面从严治党等党的建设成就的同时,也指出"党的建设方面还存在不少薄弱环节"。就基层党建而言,全面从严治党向基层延伸已取得毋庸置疑的成效,但同时也面临不少难题和挑战。一些基层党员和党的基层干部的思想障碍问题尤其需要重视和解决。这些思想障碍主要有"事不关己"论、"瞎折腾"论、"办不好"论、"弊大于利"论等错误论调,以及"宽己严人"的错误思维。究其原因,主要有三点:第一,一些基层党员和党的基层干部党性不强、缺乏对全面从严治党向基层延伸的正确认知;第二,基层党务工作科学性有待提高,基层全面从严治党工作有待深入推进;第三,基层工作环境中存在着客观难题,主要包括基层矛盾的复杂性、基层人际关系的特殊性、基层工作的繁杂性等。为克服这些思想障碍,进一步推动全面从严治党向基层延伸,至少需要做好四个方面的工作,即健全责任体系、做好教育引导、落实管党治党责任、完善保障机制。

The 19th National Congress points out some problems while affirming the achievements of our Party building.At the grass-roots level,our achievements are undoubted,but at the same time we must fully recognize that the challenges we face are formidable.Especially,we must pay attention to and then solve the ideological barriers of some Party members and cadres,which mainly include the misunderstandings such as“none of my business”,“scurrying and tossing”,“can not be well done”,“doing more harm than good”,and“the wrong thinking of setting strict demands on someone else”.This paper argues that there are three main reasons:firstly,some grass-roots Party members and cadres are not strong in Party spirit,and lack of correct cognition of the overall strict administration of the Party and the extension to grass-roots units;Secondly,the scientific nature of Party work at the grass-roots level needs to be improved,and the work of grass-roots Party’s overall strict administration needs to be further promoted;Thirdly,the objective problems in grass-roots working environment mainly include the complexity of grass-roots conflicts,the particularity of grass-roots interpersonal relationships,and the complexity of grass-roots work.For the sake of effectively overtaking those barriers,at least four aspects of work need to be done:improving our responsibility system for Party self-governance,making the relevant education mechanism really useful,deepening Party self-supervision on and on,ensuring our supporting measures much more perfect.
