中小城市知识服务平台优化方案研究——以扬州市科技文献公共服务平台为例 被引量:1

Study on optimization solution of knowledge service platform in small and medium-sized cities:illustrated by the case of Yangzhou public service platform for scientific and technical literature

摘要 随着中国改革开放方针的稳步实施,农村城镇化进程不断深化和推进,中国目前已经初步形成大、中、小三位一体的城市化格局,而中小城市的数量仍然占据了中国城市总量的绝大多数。目前,我国大力实施创新驱动战略,城镇化与城镇信息化建设并举,全社会对获取知识和信息的需求日益提高,中小城市知识服务能力薄弱的问题更加凸显。针对此现状,文章从中小城市的服务群体、服务方式、运营能力、资金投入等各方面的特点综合考虑,提出了一个低成本投入、可持续运行的、服务方式灵活、资源汇聚的、一站式的城市知识服务平台的建设方案;并以"扬州市科技文献公共服务平台"为例,分析其主要的技术方案、平台功能、资源整合方案和运营方式,结合该平台在扬州市运行两年来的实际效果,说明该方案具备较好的应用价值与可实施性,以期为其他中小型城市提供参考和借鉴。 With the steady implementation of China’s reform and open policy and the continuous deepening and promotion of rural urbanization,China has initially formed a large,medium and small trinity urbanized pattern,but the number of small and medium-sized cities still takes the majority of China’s cities.At present,China vigorously implements innovation-driven strategies and promotes simultaneously the urbanization and information in towns and cities.The demand for access to knowledge and information keeps increasing all over China,which highlights the problem of incapability of knowledge service in small and medium-sized cities.Therefore taking consideration of clients,service mode,operation ability,and the capital,this paper proposes a constructive scheme for the urban knowledge service platform with the characteristics of low cost and investment,sustainable operation,flexible approach,resource convergence and one-stop service platform.Giving the case of Yangzhou public service platform for scientific and technical literature,this paper analyzes its main technical schemes,platform functions,resource integration solutions and operation mode.Based on the two-year running effects of Yangzhou platform,it shows that the solution is feasible and applicable which in turn could provide reference for other small and medium-sized cities.
