城市公共停车设施建设补贴政策研究

Research on subsidy policy of urban public parking facilities construction

为有效地调动停车设施建设投资者的积极性,缓解大城市尤其是中心城区停车难问题,文章从规划建设、政府投资、鼓励政策等方面深入剖析了目前大多数城市在公共停车设施建设管理方面存在的主要问题,并从公共停车设施的界定和属性上分析论证了政府出台鼓励社会资本投资建设公共停车设施补贴政策的合理性。在此基础上,明确了公共停车设施建设补贴政策的补贴原则、补贴对象、补贴分区建议、补助标准和补助形式,为各地制定相关政策、促进停车产业化发展提供有益的参考。

In order to effectively mobilize the enthusiasm of investors in parking facilities construction,and alleviate the difficulty of parking in big cities,especially in the central city,the main problems existing in the construction and management of public parking facilities in most cities are thoroughly analyzed from the aspects of planning,construction,government investment and encouraging policies.From the definition and attribute of public parking facilities,the rationality of subsidy policy for the government to encourage social capital investment to build public parking facilities is discussed.On this basis,the subsidy principle,subsidy target,subsidy partition proposal,subsidy standard and subsidy form for the construction subsidy policy of public parking facilities are clarified.This paper will provide useful reference for making relevant policies and promoting the development of parking industrialization.
