Assessment Guidelines for the Implementation of the Planning of Scenic Area in Zhejiang Province

在分析风景名胜区规划实施评估导则编制必要性和意义的基础上,着重介绍了《浙江省风景名胜区规划实施评估导则》在评估体系、资源保护、规划建设、政策管理、评估结论和建议五方面的特点,结合特点以层层递进的方式介绍了规划实施评估内容,将山水格局、生态环境、生物多样性、历史文脉纳入风景资源的范畴,同时强调以资源特质引领风景区建设的发展方向,极大地拓展了风景资源的空间维度和时间维度。最后通过宁波东钱湖风景名胜区总体规划的实施评估对导则进行落地实证。

On the basis of analyzing the necessity and significance of the assessment guidelines for scenic spots planning,this paper mainly introduces the characteristics of the five aspects of the evaluation system,resource protection,planning and construction,policy management,evaluation conclusions and evaluation proposals,and the characteristics of the guidance for the implementation of the evaluation guidelines for the planning and evaluation of scenic areas in Zhejiang Province.It introduces the content of planning and implementation assessment,and integrates landscape pattern,ecological environment,biodiversity and historical context into the category of scenic resources.At the same time,it emphasizes the direction of the construction and development of scenic area with resource characteristics,and greatly expands the spatial dimension and time dimension of scenic resources.Finally,through the implementation evaluation of the master plan of Ningbo Dongqian Lake Scenic Area,an empirical demonstration of the guidelines is made.
