摘要
目的:构建城市公立医院院长年薪测算模型,为推行院长年薪制提供年薪测算工具。方法:基于公立医院院长与国有企业高管社会角色相似性,参考国有企业高管年薪测算指标构建公立医院院长年薪测算模型。收集武汉市的湖北省卫生计生委直属的6所医院(作为样本医院)2016年度总资产、医疗收入、净资产、职工平均收入等医院运营数据,运用构建的院长年薪预测模型测算6所样本医院2017年度院长年收入,抽取其中1所三甲综合性医院收集2012-2016年度医院运营数据及2013-2017年度院长实际年收入,运用SPSS 21.0软件对该院2013-2017年度院长实际年收入与院长预测年薪进行t检验分析。结果:本文模型预测的院长年薪与院长实际年收入存在金额差异,是不同于现行院长收入的薪酬分配方式。结论:本文模型预测院长年薪结果符合推行院长年薪制的前置条件,政府如何支付城市公立医院院长年薪和如何科学设计院长绩效考核方案是本预测模型实际运用前需解决的问题。
Objectives:To construct president annual pay package measuring model in urban public hospital and give tools on promoting president annual pay package system.Methods:According to the similar of post between public hospital president and national enterprise senior manager,president annual pay package measuring model has been constructed with the reference of national enterprise senior manager annual pay package measuring model.Assets,medical revenue,net assets,average income of medical staff in 6 hospitals directly owned by Hubei Health Commission in 2016 were collected to measure president’s annual pay in 2017 by the established model.Hospital operation data from 2012 to 2016 and president’s income from 2013 to 2017 has been collected in a top tertiary hospital to have a T test analyze by SPSS21.0.Results:There is significant difference between actual pay and forecasted pay measured by annual pay model.It shows that annual pay package is a new compensation allocation mode.Conclusions:The forecasted pay measured by the established model matches the pre-conditions for promoting president annual pay package system.The payment fashion and scientific performance assessment system needs to be completed before implementing annual pay package system.
