不同指标形式及组合对医院效率评价的影响分析:以某市22所市属医院运行效率评价为例

Impact of different index system and their combinations on hospital efficiency evaluation——A Case Study of operating efficiency of 22 municipal hospitals in a city

目的:探讨在应用DEA方法评价医院效率时,不同指标形式及其组合对医院效率评价结果的影响。方法:通过文献分析选取主要的投入产出指标,建立4组包含不同指标形式及其组合的模型,运用DEA-Malmquist指数模型测算22所市属医院2015-2016年运行效率,观察不同指标形式及其组合对分析结果的影响。结果:选用不同的投入产出指标形式及组合时,全要素生产率及其影响因素分析结果会出现较大差异。结论:不同指标形式及其组合严重影响DEA模型的分析结果,因此在效率评价研究中,务必谨慎选取指标;在得出评价结果之后,需结合被评价医院情况具体分析效率提升的影响因素,不可轻易下结论;在数据支持的情况下,应通过比较多种投入产出指标形式及其组合检验DEA分析结论的可靠性。

Objectives:To explore the influence of different index and their combinations on the evaluation of hospital efficiency by DEA.Methods:The main input-output indicators were selected through literature analysis.The operating efficiency of 22 municipal hospitals from 2015 to 2016 was measured by DEA-Malmquist index model within 4 different groups index system respectively.The impacts of different index combinations on hospital operation efficiency were compared.Results:The results of TFP and its influencing factors are quite different in different input-output index system by DEA.Conclusions:Different index system and their combination significantly affect the analysis results of DEA model.It is considered that index system needs to be caution selected when carrying out efficiency analysis by DEA and it also needs to analyze factors influencing hospital efficiency with hospital situation.The reliability and validity of DEA analysis conclusions needs to be tested by various input-output index system if data support.
