医疗卫生系统基层工会经费管理现状分析

Status quo on grass root labor union fund management in healthcare sector

工会经费由于资金额度小、支出形式和范围灵活、监管不到位等,长期以来没有得到普遍重视,管理水平亟待提高。梳理了医疗卫生单位基层工会在经费管理与使用过程中存在的突出问题和难点问题,分析了产生问题的内部管理因素与外部限制,指出应从强化内部控制制度建设、改进绩效考核指标、引进信息化管理手段等方面加以改进,以提升工会经费的管理水平。

Because of poor pool,feasible payment scope and method,lack of inspection,labor union fund management has got poor attention.According to the key problems and difficulties in labor union fund use and management,causes in aspects of internal management and external limitation have been analyzed.Suggestions on improving labor union fund management such as strengthening internal control management,improving performance assessment index and information system have been presented.
