纽约城市规划体系中城市设计法定化研究

Research of Urban Design Legalization in the Spatial Planning System of New York

城市设计作为优化城市空间品质的重要手段,分为编制与管控两个层面。为提高城市设计理念目标的可实施性,法定化已成为其管控的一种发展趋势。如何处理好城市设计管控与现有规划体系的关系是当前我国城市设计法定化面临的关键问题。鉴于美国在城市规划体系中包含了城市设计编制和管理的内容,具有一定代表性与借鉴性,本文研究了纽约三级城市规划体系,法定规划的特征,以及将城市设计内容纳入法定规划的具体方法,以期对上海城市设计管控以启示。

As an important way to optimize the quality of urban spaces,urban design is divided into two levels:formulation and management.In order to ensure the goals and concepts of urban design implementable,legalization has become the development trend of urban design management.How to deal with the relationship between urban design legalization and existing planning system is the key of urban design management in China.Since the urban planning system of United States contains the context of urban design formulation and management which is typical and can be referenced,this paper introduces the three-level spatial planning system of New York City,the characteristics of the statutory planning,and the specific method of incorporating urban design content into statutory planning,to inspire urban design management of Shanghai.
