Rumor and Governance of Shu in the Northern Song Dynasty

北宋蜀地变乱频发、动荡迭起,统治者将其归因于蜀人易动难安、喜乱易摇,在现实与想象之间建构的拟态环境,成为其在蜀地实施特殊化政策和信息管控的基础和依据。针对蜀地各种政治、军事和灾异流言,从中央到地方,每一层级或各司其责、瓦解流言,或联动出击、平息事态,通过召问遣使、以静制变,在信息管控和稳定地方社会秩序方面收到了实际成效。

Earlier stage of the Northern Song dynasty witnessed frequent social upheaval and turmoil in Shu,which was attributed by governors to Shu people's instability and liking for disturbance.The pseudo-environment formed between reality and imagination became the basis of governors' implementing special policy and information control in Shu.Aiming at the problem of political,military and calamity rumors in Shu,all levels from central to local did their duties to disintegrate rumors or jointly attacked to calm things down,or dispatched an envoy and took quiet approach,all of which had actual effectiveness on information control and stable local order.
