中共十九大强调继续实施区域协调发展战略,对解决我国新时代社会主要矛盾具有十分重大而深远的意义。区域协调发展通常表现为以政府合作为基础的若干行政区的整体可持续发展,政府合作机制对区域协调发展具有基础性和保障性作用。借鉴西方特别区治理模式,在分析区域政府基本特征、我国设立区域政府的必要性和可行性的基础上,从立法、执法和司法三个维度探索区域政府的法治化构建,旨在完善地方政府合作机制,服务区域协调发展战略向纵深推进。

The 19th National Congress of the Communist Party of China emphasizes the continuous implementation of the strategy of regional coordinated development,which is of great and far-reaching significance for solving the major social contradictions in the new era of our country.Regional coordinated development is usually manifested in the overall sustainable development of several administrative regions based on government cooperation,whose mechanism plays a fundamental and helping role in the coordinated development in a given region.Drawing on the experience of the governance model for the special district in Western countries,this paper first analyzes the basic characteristics of the regional government and the necessity and feasibility of establishing regional governments in China,and then explores the legislative construction of the regional government from the three dimensions of legislation,law enforcement and justice,which aims to perfect the cooperation mechanism of the regional government and further promote the strategy of regional coordinated development.
