在法规、政策、规划等层面上应用的环境影响评价被称为战略环境评价。战略环境评价是环境和发展具有综合性特点的重要依据,也是社会设计协调和科学发展策略的重要保障。本文首先分析战略环境评价实施的原则,其次分析战略环境评价的理论以及技术方法,以此作为提高战略环境评价有效性的理论依据。

Environmental impact assessment applied at the level of regulations,policies,and planning is called strategic environmental assessment.Strategic environmental assessment is an important basis for the comprehensive characteristics of environment and development,and an important guarantee for social design coordination and scientific development strategies.This paper first analyzes the principles of strategic environmental assessment implementation,and secondly analyzes the theory and technical methods of strategic environmental assessment as a theoretical basis for improving the effectiveness of strategic environmental assessment.
