坚持党管人才原则,聚天下英才而用之,加快建设人才强国是中国特色社会主义新时代的一项基本战略。本文在习近平新时代中国特色社会主义思想指导下,尝试探索建立一个聚天下英才而用之的"四位一体"的新人才方法论:人才管理基础设施系统、人才需求预测系统、人才供给动态系统、人才管理活动系统。新人才方法论不仅需要助力人才强国战略目标的实现,更要接受新时代伟大实践的检验而持续创新。

We must follow the principle of the Party exercising leadership over personnel,assemble the best minds across the land and draw fully on their expertise and step up efforts to the strategy of developing a quality workforce in China.This paper,under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,is trying to explore a new methodology for talent management:talent management infrastructure system,talent demand forecast system,talent supply dynamic system,and talent management activity system.The new methodology needs a long-term test from the great practices and a continuing innovation for a new era.
