社会工作介入乡村振兴模式研究——以北京市Z村为例

Research on Social Work Intervention Model in Rural Revitalization——Taking Z Village in Beijing as a Case Study

面临着乡村衰败和长期城乡二元结构的不平衡现象,在主要矛盾改变的情况下,党的十九大报告中提出"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕"和培养造就一支懂农业、爱农村、爱农民的‘三农’工作队伍"的乡村振兴战略。社会工作与乡村振兴战略在各方面都存在着较高的亲和性。本文以社会工作介入北京市Z村乡村振兴实践为研究对象,总结出"社工驻村引领、两委班子决定、村民积极参与"的农村社会工作模式,与政府、村委会和村民多方联动合作,明确建设乡村共同体的共同目标,定位和转换社工角色,发挥社区服务、社区营造和社区发展多方面功能,回应乡村振兴。

Facing rural disintegration and the long-term imbalance in the urban-rural dual structure,with the principal contradiction changing,the 19th National Congress of the Communist Party of China pursued a rural vitalization strategy that build rural areas with thriving businesses,pleasant living environments,social etiquette and civility,effective governance,and prosperity,and train professional rural service personnel who have a good knowledge of agriculture,love our rural areas,and care about rural people.There is a high degree of affinity between social work and the rural vitalization strategy in all aspects.This article takes the social work intervention in the Z Village rural revitalization practice in Beijing as the research object,and summarizes the rural social work model of“Social worker stationed in the village leading,the village committee deciding,villagers participating actively”.Social workers cooperate with governments,village committees and villagers,clearing common goal of building a rural community,positioning and transforming the roles,giving full play to the functions of community services,community building and community development,to respond to the rural rejuvenation.
