美国防务智库对华军事研究人员的背景分析及启示——以2049计划研究所、战略与预算评估中心、海军分析中心为例

[目的/意义]美国防务智库汇集了防务领域最顶尖的专家学者和军队政府人才,其对华研究人员的背景信息对我国建设具有中国特色的防务智库具有极大的借鉴意义。[方法 /过程]通过公开情报来源途径,搜集2049计划研究所、海军分析中心、战略与预算评估中心3家防务智库21名对华军事研究人员的背景资料,并对其军事、学术、在华经历、任职经历等背景进行综合分析。[结果 /结论]发现美国防务智库对华军事研究人员军事背景深厚,学术素养较高,在华经历丰富,跨智库和军队政府部门交叉任职经验丰富,同时对华态度普遍比较强硬。鉴于此,在建设具有中国特色的新型防务智库人才队伍时,应重视吸纳高素质转业军官群体,建立流畅的人才交叉任职机制,重视智库人员的对外交流工作,培养一批智库领军人才队伍,打造一流的中国特色防务智库,为建设世界一流军队提供有力的智力支撑。

[Purpose/significance]The U.S.Defense Think Tanks have gathered the most top experts,scholars,military and government personnel in the field of defense.The study on the Chinese researchers’backgroundis of great significance to construct the defense think tanks with Chinese characteristics.[Method/process]Thebackground data of21military researchers from3defense think tanks,Project2049Institute,CNA and CSBA,are collected through the open source.It makes a comprehensive analysis of their military,academic,working experience in China and employment.[Result/conclusion]It is found that those Chinese Military Researchers from the U.S.Defense Think Tanks have profound military background,excellent academic quality,rich experience in China,professional working experience in various Think Tanks,military and government.And most of them take a strong attitude e towards China.In view of this,in the construction of the new defense think tanks with Chinese characteristics,we should absorb the high-qualified demobilized military officers,establish a smooth cross-appointment mechanism,attach great importance to the international exchange of think tanks’researchers,train a number of think tank talents,build a first-class defense think tanks with Chinese characteristics,and provide a strong intellectual support to the construction of world-class army.
