核心区建设下新疆金融支农存在的问题及对策探析

Discussion on the Problems and Countermeasures of the Financial Support for Agriculture in Xinjiang Under the Construction of the Core Area

中央一号文件连续14年聚焦"三农"问题。新疆作为全国的农业大区之一,高效解决"三农"问题具有划时代的意义。在党中央一系列惠农政策的指导下,新疆全区支农规模,尤其是金融支农规模的总量在逐渐攀升,但金融支农所带来的外部效率究竟如何成为众多学者关心的一个现实问题。论文在金融支农相关理论论述的基础之上,指出新疆金融支农过程中存在的问题,最后提出改善金融支农效率的政策建议。

The No.1 document of the Central Committee has focused on the issues relate to agriculture,rural areas and farmers for 14 consecutive years.Xinjiang is one of the large agricultural regions in China.It is of epoch-making significance to solve the issues relating to agriculture,rural areas and farmers efficiently.Under the guidance of a series of favorable agricultural policies of theCPCCentralCommittee,the scale of supporting agriculture in Xinjiang,especially the total amount of financial support for agriculture,is rising gradually.However,the external efficiency brought about by financial support for agriculture has become a practical problemconcerned bymany scholars.Based on the relatedtheoryof financial support for agriculture,the paper pointsout the problems existingin the financial support for agriculture inXinjiang,and puts forwardsomepolicysuggestions toimprove the efficiencyof financial support for agriculture.
