卫生系统提供预防服务,是慢性病综合防治中有效而重要的一环。文章描述和分析了美国、德国和英国卫生系统开展慢性病预防服务的进展,总结了他们在政府政策支持、预防资金投入和卫生技术评估方面的经验。建议我国在慢性病预防上聚焦高危、弱势和贫困人群,促进全民健康和保障健康公平,资金投入上确立精准高效干预的理念,加强慢性病预防技术的成本效果研究,逐步推动卫生系统由以治病为中心向以健康为中心的转变。

Delivery of preventive services is an effective and important measure in the comprehensive prevention and treatment of chronic diseases.This article describes and analyzes the advances in chronic disease prevention services in the health sectors of the United States,Germany,and the United Kingdom and summarizes the experiences of these countries in government policy support,earmark for prevention,and health technology assessment.The authors suggest that China should pay more attention to chronic disease prevention in the high-risk,vulnerable,and poverty populations,promoting health and health equity,invest for precise and efficient intervention,and strengthen research on the cost-effectiveness of chronic disease prevention technology,so as to gradually promote the transition of health system from disease-centered to health-centered.
