自WTO渔业补贴谈判以来,由于渔业方面的差异和IUU补贴本身的复杂性,各成员方尚未形成一致意见。此种状况与渔业资源的日趋恶化,形成相互矛盾的局面。为维持本国经济发展,各成员方竞相提供补贴,造成渔业资源的养管面临严峻阻碍。这种状况之所以存在,既有渔业资源养管特殊性的制约,也有国家间利益诉求的差异。未来,IUU渔业补贴谈判应坚实渔业资源养管与开发利用并重的共识,明确WTO职责范围及国家权利边界,切实推进渔业资源的可持续发展。

Since WTO fishery subsidy negotiation start,because of the differences of opinions between members,IUU fishery subsidies have not yet formed a consensus,the contradictory situations the worsening of fishery resources.This situation causes members to compete to provide subsidies to maintain their national economic development.As a result,the maintenance of fishery resources is facing serious obstacles.The existence of this situation is not only restricted by the particularity of fishery resources management,but also different from the interest demands between countries.In the future,we should make a common understanding of the solid fisheries resources management,development and utilization,clear the scope of WTO responsibilities and the boundary of national rights,effectively promote the sustainable development of fishery resources.
