The Role of Water Diplomacy Framework in Resolving Transboundary Water Conflicts

化解跨界水争端引发的矛盾和冲突,是各国和国际社会亟待解决的难题。水外交框架以互利共赢为原则,对传统水外交进行了理念和方法的创新,对解决跨界水争端提供了有效解决方案,为解决跨界水争端提供了可行手段。水外交框架倡导的利益共享原则在解决哥伦比亚河跨界水争端中发挥重要指导作用;多目标磋商在解决尼罗河复兴大坝跨界水争端中得到了成功应用;利益相关者参与使科罗拉多河跨界水争端得到化解;第三方参与对解决印度河跨界水争端起到了至关重要的作用。水外交框架对我国建立合作共赢的新型水外交关系、促进跨界河流可持续管理和打造河流命运共同体具有一定的借鉴意义。

Resolving complex and complicated cross-border water conflicts and water-related disputes imposes a great challenge to all countries and international communities.Water diplomacy framework(WDF),by adhering to principles and approaches of mutual benefit and win-win cooperation,innovates the traditional water diplomacy in terms of theories and methodologies,and provides options and feasible solutions for resolution of transboundary river conflicts.The principles and approaches advocated by WDF including benefit sharing and mutual gains by offering a“value creation”,have played key roles in resolving transboundary water disputes over Columbia River,and conflicts over the Grand Ethiopian Renaissance Dam(GERD)in the Nile River Basin.With stakeholder participation,water disputes over the Colorado River have been successfully resolved.The third party has played an active role in mediation of water disputes over the Indus River.The approaches adopted by water diplomacy framework has a reference value for China to establish new water diplomatic relations of win-win cooperation,promote sustainable river basin management and build a community of shared future for the transboundary river.
