从生态水利工程的规划理念和定位角度,回顾了我国水利工程建设的历史演变过程。以我国水资源、水环境、水生态等方面存在的问题为导向,从准确把握生态水利工程既是经济高效的水利基础设施,也是河湖生态功能维护的重要手段,更是生态文化传承和弘扬的物理载体的内涵要义出发,提出生态水利工程的定义,分析生态水利工程建设的功能需求和功能排序。阐述了生态水利工程建设的总体思路和工作重点。

Review of historical evolution of water project construction in China has been conducted regarding planning concepts and positioning of ecological-friendly project.Through analysis of problems and challenges faced by water resources management and environmental and ecological protection in China,it raises the concept of ecological-friendly project by accurately grasping the essence of this kind of projects that are not only economic and highly-efficient infrastructures,but also backbone to sustain the ecological function of rivers and lakes and physical carriers of inheriting and boosting ecological-friendly culture.It also makes evaluations on the demand and sequences of project functions with briefing of general ideas and working focus of project construction.
