水利部定点扶贫工作的实践与思考——以重庆市巫溪县为例

Practices of targeted poverty alleviation of Ministry of Water Resources——a case study of Wuxi County in Chongqing Municipality

水利定点扶贫作为中央"三位一体"大扶贫格局的重要组成部分,具有基础性、先导性、保障性作用。分析了扶贫工作的重大意义,介绍了水利扶贫在新时期扶贫工作中的新部署与新决策,重点论述了水利部对口帮扶巫溪县工作的实践和下阶段工作措施,提出了完善政策制度体系、加大资金支持力度、提升水利管理能力、健全考核评价机制等方面建议。

Being one of the key parts of overall strategy for integrating special poverty reduction with sectoral and social poverty alleviation,targeted poverty alleviation of Ministry of Water Resources shall play fundamental,leading and safeguarding roles.By recognizing the great significance of poverty alleviation,the paper makes an introduction on planning and decisions for poverty alleviation in the new age,with a focus on efforts made by the Ministry of Water Resources for counterpart support to Wuxi County and next-step actions.It is suggested to improve policy making mechanism,strengthen financial support and capacity building and improve performance evaluation and assessment.
