北京市全面深入实施农业灌溉用水智能计量管理的思考 被引量:1

摘要 近年随着农业水价综合改革的推进,北京市着力弥补农业用水管理短板,提升农业灌溉用水效率。自2007年在通州和房山区试点农业灌溉用水智能计量系统示范工程至今,已在全市农村基本实施了农业用水智能计量系统全覆盖,建成统一的数据平台,实现对各井的用水计划、管理、收费、维护的全要素信息化监管。分别介绍了两个示范区及全市农业智能计量系统的软、硬件设备及运行管理情况,并从专项执法、协会建设、管理机制改革试点、建管及考核等方面对下一步全市农业用水智能计量的可持续良性运行进行了思考。 In recent years,along with boosting of comprehensive reform of agricultural water pricing system,management of irrigated agriculture and efficiency of irrigation water use has been greatly enhanced.Since 2007,pilot projects has been implemented in Tongzhou and Fangshan Districts,in order to demonstrate intelligent metering for water use of irrigated agriculture.So far,all rural areas of Beijing have been covered by water intelligent metering systems with an integrated data platform that helps realize full monitoring and supervision to all kinds of wells in terms of water use planning,management,water charge collection and maintenance.The paper introduces the adopted hardware and software intelligent metering equipment and their operation and maintenance conditions in the two pilot areas and the whole city.Relevant measures are proposed for sustainable and sound management in the respects of law enforcement,establishment of societies and associations,pilot areas for reform of management mechanism,construction and management and performance evaluation.
