甘肃省23个特困县(区)卫生资源配置现状及发展趋势分析

Analysis on the Current Situation and Development Trend of Health Resource Allocation in 23 Destitute Counties(Areas)in Gansu Province

目的通过分析2012—2016年甘肃省23个特困县(区)的卫生资源配置现状,发现甘肃省特困县(区)当前卫生资源配置中存在的问题并提出建议。方法运用文献检索以及定量研究等方法对数据进行处理分析。结果 2016年,甘肃省23个特困县(区)的医护比为1∶0.83,每千人口卫生技术人员占比为3.52‰,执业(助理)医师占比为1.37‰,注册护士占比为1.07‰。注册护士增速较快,定基比达到49.0%;23个特困县(区)每千人口卫生机构数占比为0.71‰,床位数占比为4.22‰,万元以上设备数占比为1.20‰,其中床位数增速较快,定基比达到39.6%;23个特困县(区)的医疗卫生机构总收入为68.99亿元,总支出为57.62亿元,其中2015年的环比增速最高,总收入达到13.5%,总支出达到15.0%。结论甘肃省23个特困县(区)目前的卫生资源拥有量均低于全省、全国的同期平均水平;2012—2016年23个特困县(区)卫生资源总量持续增长,但增长水平仍低于全国水平。

OBJECTIVE It analyzed the current status of health resource allocation in 23 destitute counties(districts)in Gansu Province from 2012 to 2016 and ound out the problems existing in the current allocation of health resources in the destitute counties(districts)of Gansu Province.METHODS The methods of literature search and quantitative research were used to analyze the data.RESULTS In 2016,the health care ratios of 23 destitute counties(districts)in Gansu Province were 1:0.83,that of health technicians per 1 000 population was 3.52‰,that of practicing(assistant)doctors was 1.37‰,and that of registered nurses was 1.07‰.Registered nurses grew rapidly with a fixed base ratio of 49.0%.The number of health institutions per thousand population in the 23 destitute counties(districts)was 0.71‰,with a bed occupancy ratio of 4.22‰and a number of devices above 10 000 yuan accounting for 1.20‰,of which the number of beds increased rapidly with a fixed base ratio of 39.6%.The total revenue of medical institutions in 23 destitute counties(districts)was 6,899 million yuan with a total expenditure of 5,762 million yuan,of which the chain growth rate was the highest in 2015 and the total Revenue reached 13.5%,total spending reached 15.0%.CONCLUSION The current health resource ownership of 23 destitute counties(districts)in Gansu Province is lower than the average of the whole province and the whole country.The total amount of health resources in 23 destitute counties(districts)continued to increase from 2012 to 2016,but the growth level was still below the national level
