摘要
IT采购是高校信息化建设工作的重要组成部分。同时,作为高校采购的一部分,IT采购应遵守相关法律法规。服务类IT采购由于其特殊性,在需求确定、预算执行、采购方式选择、评分标准设置、合同签订、项目验收以及售后服务保障等方面存在着很多问题,文章通过分析这些问题,提出高校应站在项目全生命周期管理的角度,从协调机构职能、明确采购环节各方责任、提高采购人员能力素养、寻求外部咨询公司支持、加强项目过程管理、完善付款方式等合同方面的约定等多方着手改善服务类IT采购的效率效果。
IT procurement plays an important role in higher education informatization.As part of the college purchasing,IT procurement should comply with relevant laws and regulations.IT procurement has very special features due to its particularity,in requirement definition,budget execution,procurement mode choosing,and standard for evaluation setting,contract signing,project acceptance and customer service,and there are a lot of problems.By analyzing these problems,this paper provides a perspective of considering the life cycle of the project and puts kinds of effort to improve the efficiency and effectiveness of IT service procurement.
