Kelsang Zsring,one of the famous elite people in the Republic of China era in the Tibetan Kham Area,explored from many aspects frontier governance ideas that suited the characteristics of his times and local traditions.He based his governance ideas on maintaining the unity of China,which proved him to be one of the patriotic national elite who loved their country and hometowns and displayed his initiative for helping his country in times of trouble.His propositions included the following:the first priority of political construction in the Kham Area should be to maintain the dominant role of the national government;the participation capacity of the locals should be cultivated according to particular situations;the provincial border regions of the Kham Area should be developed as a coordinated whole.His ideas are of epoch-making significance to how to achieve an orderly combination of the governance and development of the frontier areas.
