摘要
[目的/意义]公众在多大程度上使用政府网站提供的各项功能,同电子政务绩效密不可分,但是对此尚缺乏实证研究。对电子政务绩效与公民实际使用进行研究能够考察电子政务供需是否一致以及电子政务绩效评估的有效性。[方法/过程]采用56个国务院部委网站、32个省级政府网站和306个地市级政府网站的绩效评估得分和流量数据,实证研究了电子政务绩效和公民使用的关系。[结果/结论]研究发现,三级政府网站的绩效都同公民实际使用存在显著正相关关系。结果表明,电子政务绩效越高,公众越会使用政府网站。绩效评估可以为电子政务建设和发展提供一定的借鉴,但仍需提高电子政务的公众使用率,改进第三方评估指标体系和方式。
[Purpose/Significance]Whether and to what extend would the public use the functions provided by government websites are closely related to e-government performance,while there is little empirical research in this filed.An empirical research on the relationship between e-government performance and citizens爷actual use can examine whether the e-government supply and demand are consistent and e-government performance evaluation is effective.[Methods/Process]This paper examined the relationship between e-government performance and citizen use using the performance evaluation scores and traffic data of 56 websites of Ministries and Commissions directly under the State Council,32 websites of provincial government and 306 websites of city level government.[Result/Conclusion]It is found that the performance of the three levels of government websites have a significant positive correlation with citizen actual use.The results show that the higher the e-government performance is,the more the public will use the government websites.Performance evaluation can provide some references for the construction and development of e-government,while citizen use of e-government still need to be improved and so as the third-party evaluation index systems and methods.
