A Retrospect and Prospect to the Development of Social Assistance System in China over the Past Forty Years

回顾四十年来我国社会救助体系发展的历程,可以发现在政府主导下,经由从小变大、从弱变强、从点到面的发展过程,社会救助体系框架基本成型,成为我国社会保障制度改革和发展的一张名片。在我国社会救助体系建设中,体现了国家治理的底线思维,社会救助体系已呈现出了多层次、跨部门、强基层的特征。目前社会救助体系建设正在积极构建多元化的社会救助主体,使用复合式的救助手段。未来社会救助体系的主要发展趋势为:基于"弱有所扶"新目标,促进社会救助体系的转型;导入积极社会救助理念,建立以激活为导向的社会救助体系;通过加快社会救助法制化进程,全面促进社会救助体系的定型。

Through retrospecting the course of the development of social assistance system in China over the past forty years,it can be found that under the leadership of the government,the social assistance system in China has become larger from the smaller,become stronger from the weaker,and covered the entire area from a point,and that the framework of social assistance system has been formed basically and has become a business card for the reform and development of China’s social security system.The construction of social assistance system in China embodies the baseline thinking of China’s governance,and the social assistance system has shown the characteristics of multilevel,cross-sector,and strong grass-roots unit.At present,the construction of social assistance system is actively constructing diversified social assistance agents and is using compound assistance measures.In the main development trend of future social assistance system,it is based on the new goal“the possibility of helping for the weak”to promote the transformation of social assistance system,to introduce the idea of active social assistance to establish an activation-oriented social assistance system,and to promote the establishment of social assistance system comprehensively by accelerating the process of the legalization of social assistance.
