上海市人地关系协调性分析和优化调控

A coordination analysis and optimal regulation of human-land relationships in Shanghai

通过上海市人口、土地现状情况梳理和人地匹配分析,得到上海市人地关系协调性存在人多地少、用地矛盾突出,建设用地增长与人口发展协调度有待提高,人口空间布局与城市发展空间格局不匹配,人口与基础设施、生态用地规模及布局不匹配等主要问题。据此通过对东京、纽约、伦敦、北京、深圳等一些大型城市人地协调优化经验和现有调控政策的总结和借鉴,提出上海市人地关系协调优化的路径和针对性建议。

In this paper,the main problems in the coordination of human-land relationships in Shanghai are derived through an analysis of the current condition and management of population and land in the region.First,there are too many people and insufficient land.Second,the degree of coordination between the expansion of developed land and population growth needs to be improved.Third,the spatial population pattern does not match the urban development spatial pattern.Fourth,the population and infrastructure and the size and layout of the ecological land do not match.Given these core issues,this paper summarizes and draws lessons from the experience of human-land coordination,optimization,and the existing regulatory policies in Tokyo,New York,London,Beijing,Shenzhen,and other large cities.Based on these analyses,the direction and pertinent suggestions for the coordination and optimization of the relationship in Shanghai between people and land is put forward.
