适应自然资源统一管理的林地调查标准研究

Study on the standards of forestland investigation for the unified management of natural resources

统一的自然资源基础数据是实施自然资源用途管制的根本保障。不同部门尤其是原林业部门与原国土资源部门多年来因管理需要、技术依据不同等原因造成林地认定结果差异较大,对构建统一的自然资源基础信息平台产生极大影响。研究以武汉市为例,运用ArcGIS软件空间分析法,叠加林业及国土资源部门基础数据,形成各类土地面积转移矩阵,分析部门间林地差异的主要原因。研究建议通过建立统一的林地分类体系、统一的林地认定标准、统一的信息管理平台,实现林地资源一张图管理,为编制空间规划,实行自然资源用途管制提供科学依据。

The unified natural resources basic data is the fundamental guarantee for the implementation of control and regulation of natural resource usage.Great differences have been caused in forestland identification by different departments such as former forestry and the land and resources departments.This has great influence on the construction of the unified natural resources basic information platform.Taking Wuhan as an example,the paper uses the ArcGIS software spatial analysis method to superimpose the basic data of the forestry and land resources departments.It forms various types of land area transfer matrix and analyzes the main reasons for the difference among forestland.The research suggests the management of forestland resources in one map through the establishment of a unified forestland classification system,identification standard,and resource base information platform so as to provide a scientific basis for the compilation of space planning and the control and regulation of natural resource usage.
