德、澳、英三国政府培育体育社会组织的特征及启示

The Characteristics and Enlightenment of German,Australian and British Governments on Cultivating Sports Social Organizations

运用逻辑分析法等,对德、澳、英三国政府培育体育社会组织的特征进行研究。研究认为:基于国情形成特色培育模式,政策激发社会组织发展活力,政府购买提升社会组织生存能力,支持社区夯实社会组织发展根基,多元融资保障社会组织良性运行和志愿者参与提供社会组织运作动力是三国政府培育体育社会组织的成功经验。启示:应正确处理政府和体育社会组织关系,依据国情构建中国特色培育模式,优化体育社会组织发展政策环境,探索体育社会组织多元化筹资渠道,建立政府购买体育公共服务长效机制,重视培育基层社区体育社会组织和积极推进志愿者队伍建设。

By using the methods of logical analysis and other research method,this paper studies the characteristics of German,Australian and British Governments in cultivating sports social organizations.The research identifies the successful experience of these governments,including implementing the characteristic cultivation mode according to their national conditions,activating the vitality of the sports social organizations by policies,enhancing survival ability of the sports social organizations through government purchase,supporting the community ramming the development foundation of the sports social organizations,guaranteeing the healthy operation of the sports social organizations by multiple financing,and providing the power of the sports social organizations by volunteers’participation.Enlightenments are listed as follow:Government should carefully deal with the relationship between the government and the sports social organizations,build the cultivation mode of Chinese characteristics based on national conditions,optimize the environment of the development policy of sports social organizations,explore the diversified financing channels sports social organizations,establish the long-term mechanism of the government purchase of sports public service,attach importance to the cultivation of the community sports society at the grass-roots level,and develop the construction of the volunteer team.
