政府投资工程的智慧监管平台研究初探

Preliminary Research on Intelligent Supervision Platform of Government Investment Projects

北京城市副中心是举国瞩目的重点工程,北京城市副中心行政办公区项目是副中心建设的首个工程,存在体量大、工期紧、参建单位多、管控难度大等难点。工程建设指挥部采用"互联网+"为代表的信息化手段,探索政府投资工程的甲方多项目智慧监管平台(以下简称"平台"),对多项目进度、设计成果、质量、安全、劳务、物资等集中监管,基于现场数据的统计分析提升工程监管能力。从"智慧建造平台"的实际应用出发,详细阐述平台总体的建设内容、运行机制、应用场景和创新点,分析存在问题以及发展方向,为今后政府投资工程的甲方工程监管信息化建设起到示范与借鉴作用。

It is remarkable to build such an important project as Beijing’s sub-center.Being the first building project of the sub-center,the administration area project has been facing several difficulties,such as large size,short projection duration,numbers of construction units,difficult to manage and control,and so on.Taking“Internet plus”as representative information method,the construction headquarter has devoted to research for Party A Multi-Project Intelligent Supervision Platform of projects invested by government,aiming at supervising the project process,design,quality,safety,materials and the like intensively,resulting in improving the project supervision based on statistical analysis of filed data.According to practical application of Intelligent Building Platform,this paper has elaborated the building contents,operating mechanism,application scene and innovation of the Platform,and analyzed problems and developing direction,so as to play a reference role for Party A project supervision information construction of projects invested by government in future.
