以张彭春为核心的中国代表团对《世界人权宣言》做出了历史性的卓越贡献,其中最重要的是在《宣言》第1条中列入了关于"良心"的表述,体现了中国儒家"仁"的思想。在构建人类命运共同体成为国际社会共识的世界背景下,加强不同文明交流互鉴、促进各国人权交流合作,可以并且已经成为全球人权文化融通与包容的重要思想基础,而中华文明则是其中重要的中国元素。有必要通过不断挖掘各国和各民族的人权思想并加以整合,对普遍的人权文化做出符合本国国情的解释。同时,还应当积极推进跨文明的整合,在国际人权领域达成符合各自文化背景的共识,并通过思想的沟通、交流和包容获得彼此之间的理解。

The Chinese delegation led by Zhang Pengchun has made historically remarkable contributions to the Universal Declaration of Human Rights.The most significant achievement,among others,is the inclusion of a statement on“conscience”in the first Article of the“Declaration”,which reflects the Chinese Confucianism relating to the idea of“仁”(benevolence).In the current world with an international consensus on building a community of shared future for mankind,China advocates strengthening inter-civilization exchanges and mutual learning and promoting human rights cross-country communication and cooperation.China’s human rights discourse has formed the ideological foundation for the integration and inclusion of global human rights cultures,in which the Chinese civilization is an integral component.It is necessary to make interpretations of the global human rights culture in accordance with national conditions by constantly excavating human rights ideas of various countries and ethnic groups and integrating them.At the same time,we must actively promote cross-civilization integration,seek commonalities while appreciating differences,reach culturally sensitive consensus in the international human rights field and gain mutual understandings through ideological communication,exchanges,and tolerance.
