论乡村振兴战略的本质内涵、逻辑成因与推行路径

On the Essential Connotation,Logical Cause and Implementation Path of Rural Revitalization Strategy

从已有思想材料和比较视阈看,乡村振兴在振兴对象和内涵要求等方面是新农村建设的全面升级,本质上是新时代实现农业农村现代化的过程,其现实关照的是乡村衰落现象。乡村衰落是在工业化前期阶段生产方式转换发展、现代工业文明超越传统农业文明的普遍趋向,也是新中国在经济文化比较落后的条件下开启现代化建设而被迫做出的战略选择所致;乡村振兴则是应新时代社会主要矛盾发生转化而做出的战略调整和化解新时代社会主要矛盾的重要抓手,也是实现"两个一百年"奋斗目标的必然要求。因此,要实现乡村振兴,需从思想认识、依靠力量、五位一体和制度供给等方面制定切实对策,统筹推进。

According to existing ideological materials and from the comparative perspective,rural revitalization is a comprehensive upgrading of new rural construction in terms of the object of revitalizing and the connotation requirements,and is essentially the process of agricultural modernization in rural area.As far as logical cause is concerned,rural revitalization is concerned with rural decline.The decline of the countryside is a general trend in the early stage of industrialization,in which the mode of production transforms and develops,and the modern industrial civilization goes beyond the traditional agricultural civilization.It is also the result of the strategic choice made by the new China to open the modernization under the condition of relatively backward economic and cultural conditions.Rural Revitalization is an important grasp of the strategic adjustment and the solution of the main contradictions in the new era society,which is the inevitable requirement for the goal of the"two one hundred years".Therefore,in order to achieve rural revitalization,we need to formulate effective countermeasures from the aspects of ideological understanding,relying on strength,five in one and system supply.
